In a decisive move to uphold integrity and safety, Cebu Governor Pamela Baricuatro has announced the strict implementation of a drug-free workplace policy across the provincial government of Cebu. This initiative mandates random drug tests for all officials and employees, regardless of their rank, status, or salary, as part of a broader effort to combat substance abuse within government premises.

Legal Framework and Enforcement

The policy is grounded in Executive Order (EO) No. 2, which is supported by Provincial Ordinance No. 2025-10, known as the Drug-Free Workplace Ordinance. This ordinance was spearheaded by Board Member Alfred Francis Ouano of the sixth district, who serves as chairman of the committee on dangerous drugs abuse prevention. Under these regulations, any official or employee found in possession, using, selling, or distributing illegal drugs, either within or outside the Capitol, will face severe penalties, including dismissal from their position and potential legal prosecution.

The provincial government also commits to supporting the prosecution of drug-related offenses occurring within its premises or during official activities, as stated in the ordinance, reinforcing its zero-tolerance stance.

Drug Testing Procedures and Consequences

To ensure compliance, the policy outlines a precise drug testing process in accordance with Dangerous Drugs Board regulations. Tests will be conducted at Department of Health–accredited laboratories to maintain accuracy and reliability. Officials or personnel who refuse to undergo drug testing without a valid reason will be subject to administrative sanctions.

If an individual tests positive, they have the right to challenge the results within 15 days of receiving them. However, if a confirmatory test also yields a positive result, the individual may face appropriate sanctions, which could include termination and legal action, depending on the circumstances.

Oversight and Support Mechanisms

To oversee the effective implementation of this policy, a Drug-Free Workplace Committee has been established. This committee is tasked with monitoring compliance with the policies, coordinating testing activities, ensuring data privacy and due process, promoting drug-abuse prevention programs, and overseeing intervention, rehabilitation, and employee assistance initiatives. This comprehensive approach aims not only to enforce rules but also to provide support for those struggling with substance abuse, fostering a healthier work environment.

The move by Governor Baricuatro reflects a growing trend among local governments in the Philippines to prioritize public safety and ethical standards within their jurisdictions. By integrating strict enforcement with supportive measures, Cebu sets a precedent for other provinces to follow in addressing drug-related issues proactively.
