Philippines and US Forge Strategic Partnership to Revolutionize Critical Minerals Sector
In a landmark move, the Department of Trade and Industry (DTI) Secretary Cristina A. Roque has announced a transformative partnership with the United States aimed at strengthening the Philippines' critical minerals sector. This initiative follows the signing of a strategic Memorandum of Understanding (MOU) in Washington, D.C., which unites the DTI and the Department of Environment and Natural Resources (DENR) in a unified "whole-of-government" approach. The goal is to shift the nation from a raw ore exporter to a high-value processing hub, marking a significant departure from historical practices.
Addressing Historical Limitations and Missed Opportunities
Despite being a global leader in nickel production, the Philippines has long been tethered to a limited export model, with most minerals leaving the country unprocessed. This reliance on raw ore exports has resulted in missed opportunities for industrial growth and a heavy dependence on a single market. Secretary Roque emphasized that the MOU serves as a major enabler for this strategic shift, stating, "We are aiming more than just being a supplier; we are positioning ourselves as a vital link in the global supply chains for semiconductors, defense, and clean energy."
Framework for Investment and Diversification
The MOU was signed during the inaugural Critical Minerals Ministerial Meeting, hosted by U.S. Secretary of State Marco Rubio. It establishes a comprehensive framework for investment attraction by leveraging the Board of Investments (BOI) to support various activities, including:
- Mineral processing and refining
- Downstream manufacturing
- Related industries such as power generation, logistics, and chemical handling
This agreement is expected to attract diverse investments, reducing over-reliance on a single buyer by connecting Philippine minerals to a broader network of over 50 allied nations.
Technical and Financial Support for Modernization
In terms of technical and financial assistance, the partnership will provide access to U.S. grants, feasibility studies, and joint geological mapping to modernize the local mining landscape. Additionally, it will foster high-skilled job creation through technology transfer and advanced research initiatives. DENR Secretary Raphael P.M. Lotilla highlighted that the agreement reinforces commitments to environmental sustainability and responsible mining, promoting cooperation on technical know-how, financing, and innovation across the minerals value chain.

By integrating advanced recycling technologies and sustainable mining practices, the Philippines aims to solidify its reputation as a "trusted and green" global supplier.
