Cebu Mayor Orders Urgent Review of Youth Facility After Mass Escape
Cebu City Mayor Nestor Archival has mandated an immediate review and upgrade of the security and conditions at the Operation Second Chance facility in Barangay Kalunasan. This action comes in response to a recent incident where 15 minors escaped from the rehabilitation center, highlighting significant operational flaws.
Press Conference Revelations
During a press conference on Monday, April 13, 2026, Mayor Archival disclosed that his inspection of the facility uncovered numerous problems. These ranged from outdated and damaged equipment to a severe lack of recreational facilities for the children in conflict with the law (CICL).
"There are many concerns. In my view, these can be corrected," stated Archival, emphasizing the need for swift intervention.
Identified Issues and Proposed Solutions
The inspection revealed several critical issues, including broken televisions, insufficient fitness and entertainment equipment, and urgent repairs needed for basic services such as water supply, toilets, bathrooms, and sleeping areas. While stricter security measures are necessary, Archival stressed that the facility must maintain a rehabilitative environment for the CICL, who are considered patients under government care.
However, he noted that some upgrades require careful planning to avoid potential risks. For instance, introducing items like wooden beds or other equipment could be misused for self-harm or escape attempts.
Addressing Communication and Staffing Concerns
Archival also expressed concerns over reports of hidden cellphones within the facility, which may have been used for unauthorized communication by residents. To address this, the city is exploring the installation of a monitored communication system using computers and internet access. This system would allow scheduled video calls between the children and their families.
"Every child should have a way to communicate with their family," Archival affirmed.
Additionally, the city is considering changes to staffing and security personnel, including assigning a resident social worker to serve as a mother figure guiding the children. A team of experts will be assembled to conduct a comprehensive assessment of the facility before implementing long-term solutions, with initial upgrades targeted for completion by December of this year.
