Danao Barangay Captain Receives One-Year Suspension from Ombudsman Over Misconduct Allegations

In a significant development in Danao City, Barangay Captain Celestino "Dino" Durano-Sybico of Barangay Taboc-Camalig Bato has been handed a one-year suspension by the Office of the Ombudsman-Visayas. The decision, issued by Graft Investigation and Prosecution Officer Jose Melandro H. Garcia, finds Sybico guilty of Simple Misconduct and Oppression, marking a notable case in local governance.

Origins of the Case: Social Media Post Sparks Investigation

The controversy began on April 25, 2025, when former Danao City Mayor Thomas Mark "Mix" Durano took to Facebook to allege an incident involving Sybico. According to the post, the barangay captain was accused of assaulting two barangay tanods from Barangay Binaliw, Danao City. These tanods were reportedly on official duty, tasked with delivering a subpoena to a resident inside Sybico's office at the time.

While waiting outside the gate, the tanods claimed they were attacked by Sybico and his associates after a meeting, resulting in torn uniforms for the victims. This allegation quickly gained traction, prompting an investigation by the Ombudsman into the matter.

Ombudsman's Ruling: Evidence Overrides Denials

Despite Sybico's denials and assertions that the accusations were politically motivated, the Ombudsman gave weight to the testimonies of the two tanods and the evidence presented against him. In its ruling, the office emphasized the seriousness of the charges, leading to the suspension order as a disciplinary measure.

Sybico has since confirmed via a social media post that he will not file a Motion for Reconsideration, accepting the suspension. Consequently, the first councilor of the barangay, Aldrin Gorre, will assume the role of acting barangay captain during this period.

This case highlights ongoing issues in local administration and the role of social media in bringing such matters to light. It serves as a reminder of the accountability expected from public officials in the Philippines.
