Senator Francis "Chiz" Escudero filed Senate Bill No. 2078 on Monday, May 4, 2026, to strengthen the law against driving under the influence of alcohol or drugs.
The measure responds to growing calls for road safety and demands from victims' families for stricter enforcement and accountability.
The bill, titled "An Act Strengthening Mechanisms Against Driving Under the Influence of Alcohol, Dangerous Drugs, and Other Similar Substances," seeks to amend Republic Act 10586, or the Anti-Drunk and Drugged Driving Act of 2013.
Escudero's proposed legislation aims to address loopholes in law enforcement that have led to case downgrades and delays in justice for fatal accidents, such as the case of 23-year-old Cebuano businessman Kingston Ralph Cheng earlier this year.
The veteran lawmaker emphasized the need to update the outdated law to align with current times and ensure swift and clear investigations after road incidents. Under the new rules, police and law enforcement officers are required to conduct field sobriety, breath, chemical, and drug screening tests within two hours after an accident resulting in injury or death.
Administrative penalties will be imposed on officers who fail or refuse to administer these tests. The bill also increases fines and penalties under RA 10586 to restore deterrence while maintaining fair punishments.
