Senator Escudero Endorses Davao del Norte's Diesel Procurement Strategy
Senator Francis "Chiz" Escudero has publicly expressed his support for Davao del Norte Governor Edwin Jubahib's initiative to procure diesel for the province. This move comes at a critical time characterized by volatile fuel prices and uncertain market conditions, highlighting the importance of local efforts to secure essential commodities.
Escudero's Statement on Local Initiatives
In a brief message, Escudero stated, "Let's support Gov. Jubahib's initiative to buy their own supply of diesel for the province." The veteran lawmaker praised the governor's proactive approach, emphasizing that such local initiatives should be encouraged as long as they are conducted transparently and in full compliance with national regulations.
Escudero further elaborated, "Basta makakatulong sa tao at sumusunod sa batas at mga regulasyon, dapat nating suportahan ang ganitong mga inisyatibo (As long as it helps people and follows laws and regulations, we should support these kinds of initiatives)." This underscores his belief in empowering local governments to address pressing issues like fuel supply, provided they adhere to legal frameworks.
Details of the Diesel Procurement Plan
Governor Jubahib previously announced that the province is pursuing the purchase of diesel from an overseas supplier. However, key specifics remain unclear, including the exact source of the fuel. Additionally, Jubahib admitted that the provincial government cannot afford the originally planned procurement of 44 million liters of diesel, necessitating alternative financing solutions.
To overcome this financial hurdle, the governor's administration has initiated discussions with the Development Bank of the Philippines (DBP) and the provincial treasurer to explore possible financing arrangements. Jubahib stressed that any potential deal must strictly comply with Philippine laws, particularly those governing fuel importation, procurement, and the entry of petroleum products into the country.

Jubahib outlined that the transaction could be structured in two ways: as a government-to-government purchase or through accredited private entities.
