LTO, SSS Lead ARTA Complaints in March 2026

The Land Transportation Office (LTO) and the Social Security System (SSS) topped the list of government agencies with the most complaints in March 2026, according to the Anti-Red Tape Authority (ARTA).

Complaint Statistics

Based on ARTA data, the LTO received a total of 152 complaints, of which 132 have been resolved and 20 remain active. Meanwhile, the SSS recorded 156 complaints, with 112 resolved and 44 still pending.

Common Issues

According to ARTA Secretary Ernesto Perez, most complaints involve delays in service, additional requirements, and violations of the Citizen's Charter. Perez emphasized that ARTA continues to coordinate with agencies to improve service and reduce red tape.

Other Agencies with High Complaint Numbers

  • Food and Drug Administration (FDA)
  • Land Registration Authority (LRA)

  • National Telecommunications Commission (NTC)
  • Department of Migrant Workers (DMW)
  • Professional Regulation Commission (PRC)
  • Department of Human Settlements and Urban Development (DHSUD)

Government-Owned and Controlled Corporations (GOCCs)

Among GOCCs, the agencies with the most complaints include Pag-IBIG Fund, Philippine Health Insurance Corporation, Philippine Postal Corporation, Landbank of the Philippines, and GSIS.

However, ARTA noted that most complaints are promptly acted upon once referred to the concerned agencies, and a high percentage of cases are resolved. The agency added that the number of complaints is not only an indication of inefficiency but also related to the volume of transactions handled by these offices.
