Sumalde Takes Over as Cebu City Police OIC

Police Colonel Ricky Sumalde formally assumed the position of Officer-In-Charge (OIC) of the Cebu City Police Office (CCPO) on Monday, June 29, 2026, replacing Police Colonel George Ylanan who vacated the post on June 8, 2026.

Assumption Ceremony Led by PRO 7 Chief

The Assumption of Office Ceremony was held at the Police Regional Office (PRO) 7 headquarters in Camp Sergio Osmeña Sr. and was presided over by PRO 7 Director Police Brigadier General Arnold Abad. Sumalde, who previously served at Camp Crame, takes over the leadership of the CCPO.

Ylanan has been reassigned as chief of the Regional Comptrollership Division of PRO 7. Both Sumalde and Ylanan are classmates and members of the Philippine National Police Academy (PNPA) “Sinag-Laya” Class of 2002.

Courtesy Call with Mayor

Prior to the official ceremony, Sumalde paid a courtesy call on Cebu City Mayor Nestor Archival on the morning of the same day.

In his message, Abad stated that the change in leadership marks a new chapter for the CCPO. He emphasized that Sumalde’s role carries significant responsibility, given that Cebu City is the regional capital of Central Visayas.

Ylanan Recognized for Service

Abad also commended Ylanan for his dedication and leadership over the past six months, acknowledging his substantial contributions to maintaining peace and order in the city.

The PRO 7 chief directed all CCPO personnel to intensify their campaigns against illegal drugs, illegal gambling, terrorism, and all forms of criminality. He also stressed the importance of enhancing police visibility, strict adherence to PNP Operational Procedures, and strengthening partnerships with local government units (LGUs), barangays, and communities under the Department of the Interior and Local Government’s (DILG) Safer Cities Initiative.
