Madriaga testified that no one forced, paid, or promised him freedom in exchange for his sworn statements regarding activities linked to Vice President Sara Duterte and her family.

Voluntary Testimony Without Coercion

Madriaga clarified that he prepared his affidavit voluntarily, without any pressure or demands for compensation. When questioned by Deputy Speaker and Iloilo Representative Janette Garin about his decision to speak out, he stated it was driven by the Filipino people's entitlement to transparency. He specifically highlighted what he described as Roque's alleged misconduct, which he claims Vice President Duterte has neglected to address.

Widespread Impact on Farmers

The witness pointed out that the land grabbing issue is not isolated to one area, mentioning several regions in Luzon, including Zambales and Pangasinan, where farmers are reportedly affected. He detailed a particular case in Mariveles, Bataan, where farmers were supposed to receive Certificate of Land Ownership Awards from the Department of Agrarian Reform. However, conflicts arose when Madriaga attempted to assist them against plans to use the land as a hub for Philippine Offshore Gaming Operators (POGOs).

In his affidavit and supplemental documents, Madriaga also claimed he served as a "bagman" and political officer focused on intelligence gathering for the Duterte family.
