Former Ilocos Sur Governor Chavit Singson has disclosed that the 5,500 flood control projects previously reported as completed by the administration are allegedly "ghost projects." According to Singson, after touring various parts of the country and coordinating with local officials, it became apparent that no such number of projects had actually been implemented.
Background of the Allegations
In his 2024 State of the Nation Address, President Ferdinand Marcos Jr. cited thousands of flood control projects as part of preparations for heavier rains due to La Niña. Singson, however, claims these figures are inflated or entirely fictitious.
Singson stated he was prepared to submit an affidavit and evidence to the Senate Blue Ribbon Committee inquiry, but the scheduled hearing did not proceed. He also mentioned reaching out to Senator Panfilo "Ping" Lacson but was unable to present his testimony before the Senate, questioning the lack of opportunity to reveal the alleged truth.
Calls for Investigation
The former governor's statements have sparked calls for a thorough investigation into the Department of Public Works and Highways (DPWH) and the reported flood control projects. Singson emphasized that his findings are based on firsthand observation and discussions with local officials who confirmed the absence of actual projects in their areas.
As the issue gains traction, stakeholders are demanding transparency and accountability to ensure that public funds allocated for disaster preparedness are properly utilized.
