In a significant move to bolster community development and peace-building efforts, the Philippine Army's 1103rd Infantry "Kalis" Brigade actively participated in a major service caravan and infrastructure inauguration in Sulu.

Caravan and Center Inauguration in Pantao Village

On Wednesday, January 7, 2026, the brigade joined the Project Reham Serbisyo Caravan and the formal unveiling of a newly constructed multi-purpose center in Pantao village, Talipao, Sulu. This event marks a key phase in the full-scale implementation of Project Reham (Responsive Engagement for Holistic Assistance in the Margins) for the calendar year 2026.

The service caravan was a convergence of various government agencies, local government units, and partner stakeholders. It delivered a comprehensive suite of services directly to the community, including:

  • Health services and medical assistance
  • Social welfare programs and support
  • Livelihood training and opportunities
  • Information dissemination on government programs

The initiative aims to address immediate community needs while laying the groundwork for sustainable development and resilience in the area.

Symbol of Hope and Collaboration

During the unveiling ceremony, Colonel Adbelhalim Sakilan, the deputy commander of the 1103rd Infantry Brigade, underscored the critical role of collaboration. Representing Brigadier General Emmanuel Cabasan, the brigade commander, Sakilan emphasized that such partnerships are fundamental to achieving lasting peace and progress in Sulu.

The new multi-purpose center in Pantao village is hailed as a major milestone. It is designed to serve as a central hub for community gatherings, government outreach programs, and future development projects that will benefit residents for years to come.

Colonel Sakilan stated that the activity reflects the Philippine Army's unwavering commitment to peace-building and community development. It champions a whole-of-nation approach by strengthening inter-agency cooperation and ensuring essential services reach the grassroots level.

Through Project Reham, the 1103rd Brigade and its partners reaffirm their dedication to service, unity, and inclusive development. The goal is to ensure that government programs extend to even the most remote communities, fostering a more peaceful and progressive Sulu.

The project was originally launched by Talipao Mayor Reham Tulawie in September 2025, with the mission of delivering vital government services to all 52 villages of the town. It began in Upper Sinumaan village, an area once affected by conflict that is now witnessing renewed hope for stability and growth.
