Pampanga Governor Lilia Pineda has unveiled a significant healthcare and social services initiative for 2026, focusing on institutionalizing support for vulnerable groups, including individuals with autism and mental health concerns.
2026 Agenda: Healthcare and Youth at the Forefront
In a press interview held at the Capitol Compound on January 5, 2026, Governor Pineda detailed her administration's upcoming priorities. The core of the plan involves seeking provincial ordinances to establish permanent care centers for individuals with autism and mental health conditions. Specifically, the governor mentioned the creation of Youth Care Centers designed to assist young people grappling with psychological disorders.
This healthcare expansion is part of a broader agenda that also includes expanded feeding programs and the continuation of the zero-balance billing policy in all public hospitals under provincial management. Pineda emphasized that good governance requires proactively reaching residents in need, rather than waiting for them to seek help. "Good governance means seeking out those in need, not waiting for them to line up at the Capitol," she stated.
Mobilizing Government and Partnering for Education
To execute this ambitious plan, the provincial government will mobilize its entire workforce. More than 3,000 provincial employees will be engaged to support enhanced healthcare delivery, social services, education initiatives, and community outreach programs. The goal is to significantly shorten processing times for services and bring government assistance closer to every community in Pampanga.
The educational component of the agenda targets out-of-school youth. Governor Pineda explained that the program will actively identify residents who wish to continue their studies through the government's Alternative Learning System (ALS). Furthermore, to address unemployment, the province will forge partnerships with vocational and technical institutions. These collaborations are designed to provide essential skills training to unemployed Grade 12 graduates, equipping them for better job opportunities.
