Police Arrest Suspect and Rescue Minor in Lapu-Lapu City Cybercrime Raid
In a significant crackdown on online exploitation, authorities in Lapu-Lapu City arrested a 46-year-old man and rescued a 14-year-old boy during a targeted cybercrime operation late Tuesday, March 31, 2026. The joint effort involved the Women and Children Protection Center (WCPC) Visayas Field Unit and the Regional Anti-Cybercrime Unit (RACU), who executed a warrant to search, seize, and examine computer data at the suspect's residence around 11 p.m.
Seizure of Evidence and Allegations of Abuse
During the raid, officers confiscated multiple cellular phones and discovered child sexual abuse material, including nude photographs of young boys. Lt. Col. Janette Rafter, chief of the WCPC Visayas Field Unit, stated that the suspect allegedly sold this content online. The investigation was initiated after the WCPC received intelligence from an international partner, which was later validated by a nongovernmental organization, indicating that a man was trafficking images of minor males over the internet.
According to police reports, the suspect is accused of coercing children, including the rescued 14-year-old who resided with him, to undress and recording them using his mobile device. These recordings were then purportedly marketed to online customers, highlighting a disturbing trend in digital exploitation.
Commitment to Child Protection and Legal Ramifications
Col. Artemio Ricabo, chief of RACU 7, emphasized his office's dedication to safeguarding children from online exploitation, underscoring the importance of such operations in combating cybercrime. In response to the arrest, Philippine National Police Chief Gen. Jose Melencio Nartatez Jr. praised the swift action and successful rescue. He also issued a public appeal, urging parents to closely monitor their children's online activities and maintain open lines of communication to prevent them from becoming victims of similar crimes.
The suspect now faces serious charges under Republic Act 11930, known as the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Material Act. This legislation aims to impose stringent penalties on those involved in such heinous activities, reflecting the government's ongoing efforts to address cybercrime and protect vulnerable youth.
