Cebu Province Establishes Technology Startup Council to Drive Economic Growth and Job Creation
The Provincial Government of Cebu has taken a significant step towards strengthening job creation and accelerating economic development through innovation by establishing a Technology Startup Council. This council will serve as the primary coordination and policy advisory body for startups across the province.
Executive Order Formalizes Council Formation
Through Executive Order (EO) 4, Series of 2026, signed by Governor Pamela Baricuatro on January 15, 2026, the Startup Council of Cebu was officially created. This order aims to align provincial initiatives with national innovation policies, including the Philippine Innovation Act and the Innovative Startup Act, as well as the Central Visayas Regional Development Plan 2023–2028.
Objectives and Coordination Efforts
The council's goal is to unify Cebu's startup ecosystem by providing a platform for coordination among government, academia, industry, civil society, and the youth sector. This collaborative approach is designed to support technology-based businesses and promote inclusive economic growth.
By fostering partnerships and streamlining efforts, the council seeks to enhance the province's competitiveness in the tech sector, ultimately contributing to sustainable development and improved livelihoods for residents.
