Cebu City is being considered as a pilot area for the adoption of Russian waste management and smart city technologies, according to Caesar Atienza, secretary of the Philippine-Russian Business Assembly.
Interest in Cebu's IT Sector
Atienza said the Philippines is exploring economic cooperation with Russia, particularly in emerging technologies such as information and communications technology, artificial intelligence, and waste management systems. He noted that Russia has shown interest in Cebu City because of its status as one of the country's major IT hubs.
"Cebu is attractive to Russia because of its strong information technology industry, which started in 2001 and has now grown significantly," Atienza said. The sector now employs close to 200,000 workers, a sharp increase from about 10,000 in its early years.
Waste-to-Energy Solutions
Atienza highlighted that Russia has developed advanced waste management systems, including waste-to-energy technologies that could reduce reliance on landfills. "Russia has systems that allow waste to be converted into energy, minimizing the need for landfill use," he explained.
These technologies could help address waste management challenges in the Philippines, particularly in highly urbanized areas like Cebu City. A landfill collapse in Barangay Binaliw on January 8, 2026, killed 36 people, underscoring the urgent need for better waste management solutions.
Catching Up with Global Trends
"The Philippines is still behind in adopting these kinds of systems; if we are introduced to Russian technology, we may be able to catch up with global developments in smart cities and circular economies," Atienza said.
He added that Cebu could be among the areas considered for testing these technologies, given its role in the development of the country's IT and IT-enabled services sector.
