Cebu Province is set to launch a new primary care facility for provincial public employees by August 2026, marking a major upgrade in local health infrastructure. The clinic will be housed in a former Business Process Outsourcing (BPO) space converted with a P5 million budget.
Construction Timeline and Purpose
Cebu Province Health Consultant Elisse Nicole Catalan announced on June 1, 2026, that construction will be completed within 65 calendar days. The Capitol already has an existing clinic, but increasing employee numbers necessitate a larger, more modern facility. “Instead of sending employees elsewhere for tests, we can conduct pre-employment screenings here,” Catalan explained. The clinic will also serve the growing number of Capitol personnel.
Design and Accreditation
The facility will mirror the look and feel of modern hospital units, according to Catalan. It will seek accreditation under PhilHealth's “Yakap” Care program to ensure comprehensive, accessible care. Services will be free or at minimal cost for Capitol employees, covering mandatory pre-employment testing and more.

Data and Licensing
The Province is currently resolving data issues on its electronic medical records dashboard and cleaning hospital discharge files from 2016 to 2022 to improve patient tracking. After construction, the clinic will undergo a Department of Health walk-through inspection to secure its license to operate.
