DSWD Steps Up TNC Coordination for Driver Cash Aid

The Department of Social Welfare and Development (DSWD) has intensified its coordination with transport network companies (TNCs) for the upcoming distribution of cash assistance to transport and delivery drivers, scheduled for May 13, 2026. DSWD Secretary Rex Gatchalian announced that companies were instructed to submit their final payout plans, including venues and schedules, by May 5 in preparation for the distribution.

Staggered Payouts to Prevent Crowding

To avoid overcrowding, the payout will be limited to approximately 10,000 beneficiaries per day, implemented through staggered scheduling based on the number of drivers per company. Under the agreement, the DSWD will manage the distribution of funds through paymasters, while TNCs will handle logistics such as site selection, schedule arrangement, and driver coordination.

Active Role for Companies

Gatchalian emphasized that companies should take a more active role in the process rather than relying solely on the government. The DSWD earlier admitted receiving so-called “junk lists” from some TNCs due to data errors such as duplicate entries, incorrect details, and mismatched information, which caused delays in beneficiary verification.

On-Site Discrepancy Resolution

DSWD Crisis Intervention Program Director Edwin Morata said the agency will deploy personnel to payout sites to immediately address any discrepancies in the list on the actual distribution day. The cash aid is part of the Assistance to Individuals in Crisis Situations (AICS) program, where qualified drivers will receive P5,000 as assistance to mitigate the impact of rising fuel prices.
