In a significant move to bolster grassroots progress, the Land Bank of the Philippines (Landbank) has officially cemented a strategic alliance with the League of Municipalities of the Philippines (LMP). This collaboration is designed to amplify access to development financing and provide robust technical assistance, targeting all 1,486 municipalities across the nation to accelerate local economic growth and public service enhancements.

Formalizing the Partnership for National Impact

The partnership was solidified through a Memorandum of Agreement (MOA) signed on March 9, 2026, during the LMP 1st General Assembly held in Pasay City. Key signatories included Landbank Executive Vice President Charlotte I. Conde and LMP National President Mayor Faustino “Inno” Dy V. The ceremony was witnessed by Landbank First Vice President Allan R. Bisnar and LMP Secretary General Mayor Danielle Niña Bernos, underscoring the commitment from both organizations to drive meaningful change at the local level.

Empowering Municipalities with Financial and Technical Support

Under the terms of the MOA, municipalities will gain improved access to Landbank's financing solutions for critical infrastructure projects. This includes funding for roads, healthcare facilities, sanitation systems, and disaster resilience initiatives. Additionally, the partnership emphasizes technical assistance to enhance public service delivery, strengthen information sharing, and raise awareness about Landbank's programs among LMP members.

Landbank President and CEO Lynette V. Ortiz highlighted the transformative potential of this alliance, stating, “By providing municipalities with accessible financing, we empower local leaders to transform their communities and strengthen local economies. This partnership helps turn plans into action, enabling better services for their constituents.”

Substantial Financial Backing and Programs

Landbank has already demonstrated its dedication to local government units (LGUs) through substantial financial initiatives. As of January 2026, the Enhanced LGU Lending Program has disbursed ₱190 billion, supporting a wide array of infrastructure and socio-economic projects nationwide. Complementing this effort, the Multi-Developmental Financing (MDF) Support Program has approved ₱3.6 billion in loans, with a focus on third to fifth class municipalities to ensure affordable financing for financially-constrained LGUs.

Beyond mere funding, Landbank is committed to guiding municipal borrowing processes, promoting responsible fiscal management, and offering strategic project development support. This holistic approach aims to ensure that financial resources translate into sustainable, long-term development outcomes that benefit local communities.

Expansive Network and Digital Integration

Anchored by its extensive nationwide presence, Landbank ensures that development partnerships result in tangible access for municipalities. As of December 2025, the bank operates 10,412 touchpoints across all 82 provinces in the Philippines. This network includes 615 branches and branch-lite units, 60 lending centers, 3,268 ATMs, 3,882 convenience store ATMs, 236 cash deposit machines (CDMs), and 1,001 Landbankasama agent banking partners.

Through its growing phygital network and corporate centers, which blend high-touch service with digital efficiency, Landbank enables local governments to access financing solutions more efficiently. This integration also drives digital adoption, ensuring that no municipality is left behind in the country's ongoing development journey.
