Philippines Greenlights 90% Work-From-Home Flexibility for IT-BPM Sector

The Information Technology and Business Process Association of the Philippines (Ibpap) has expressed strong support for the recent approval of expanded work-from-home (WFH) flexibility, allowing registered business enterprises (RBEs) to implement up to 90% remote work arrangements. This decision, formalized by the Fiscal Incentives Review Board (FIRB) through Resolution 005-2026 on April 10, 2026, grants investment promotion agencies the authority to adopt these temporary measures for RBEs with registered projects or activities.

Industry and Government Collaboration Yields Practical Solutions

Ibpap president and CEO Jack Madrid highlighted that this approval demonstrates the effectiveness of industry-government partnerships in addressing the evolving operational needs of the IT-BPM sector. In a statement released on April 11, 2026, Madrid emphasized that the move provides immediate relief for companies and their workforce, helping to alleviate cost pressures while enabling more flexible work environments. The association noted that this flexibility allows the industry to maintain agility, sustain service delivery, and continue meeting the demands of global clients amidst a changing operational landscape.

Background and Implementation Details

The Ibpap initially proposed the WFH arrangement to the Philippine Economic Zone Authority as a strategy to manage potential disruptions linked to rising transportation costs. Under the approved resolution, RBEs may adopt WFH arrangements for up to 90% of their total workforce or employees engaged in registered projects. However, investment promotion agencies retain the discretion to impose a lower threshold of at least 50%, depending on specific circumstances and the nature of the RBE's operations.
