Philippines Secures Price Stability Agreement for Essential Goods

In a significant move to protect consumers, the Department of Trade and Industry (DTI) has announced that price increases for basic necessities and prime commodities (BNPCs) will be postponed until April 17, 2026. This decision follows a crucial meeting held on Saturday, March 28, between DTI officials, major manufacturers, and leading retailers across the Philippines.

Coordinated Effort to Maintain Economic Stability

In an official statement released Saturday night, the DTI revealed that representatives from both manufacturing and retail sectors have voluntarily agreed to delay any upward price adjustments until April 16. This coordinated effort aims to ensure price stability throughout the country as it navigates the economic effects of ongoing conflicts in the Middle East region.

"This price stability effort is supported by BNPC manufacturers and retailers who have pledged to absorb current logistics and inventory pressures," the DTI statement emphasized, highlighting the private sector's commitment to supporting Filipino consumers during challenging times.

Major Industry Players Participate in Agreement

The meeting brought together representatives from numerous prominent Philippine companies, including:

  • Alaska Milk Corporation
  • Chattrade Enterprises
  • Commonwealth Foods Inc.
  • Century Pacific Food Inc.
  • Ecossential Foods Corp
  • Sevilla Candle Factory Inc.
  • Lorenzana Food Corp.
  • Monde Nissin
  • Nestle Philippines
  • Procter & Gamble Philippines Inc.
  • San Miguel Foods
  • Slord Development Corp.
  • Unilever Philippines Inc.
  • Universal Canning Inc.
  • Universal Robina Corporation
  • Virginia Food Inc.
  • Wellmade Manufacturing Corporation

Additionally, the Canned Sardines Association of the Philippines participated in the discussions, representing a crucial segment of the food industry. Retail sector representation included major chains such as Robinsons Retail Holdings, Inc., SM Markets (encompassing SM Supermarket, SM Hypermarket, and Savemore), Metro Retail Stores Group Inc., and the Philippine Amalgamated Supermarkets Association.

Understanding Price Freeze Mechanisms

The announcement comes after the DTI clarified last Friday that while Malacañang declared a state of national energy emergency, this declaration does not automatically trigger a price freeze clause. Instead, the department has implemented strengthened nationwide monitoring to ensure both price and supply stability across essential goods.

Under Philippine law, specifically Republic Act (RA) No. 7581 (commonly known as the Price Act), a 60-day price freeze automatically takes effect when a state of calamity is declared in any area. The current arrangement represents a voluntary agreement between government and industry rather than a legally mandated freeze.

Scope of Regulated Products

The DTI maintains jurisdiction over 726 variants of essential products, with 196 stock keeping units (SKUs) having established Suggested Retail Prices (SRPs). These regulated items include:

  1. Canned sardines
  2. Canned meat
  3. Coffee
  4. Processed milk
  5. Instant noodles
  6. Condiments
  7. Laundry soap
  8. Toilet soap
  9. Candles
  10. Salt
  11. Batteries
  12. Bottled water
  13. Bread

The DTI encourages consumers to verify the complete list of BNPCs and their corresponding SRPs through multiple channels, including the official DTI website at www.dti.gov.ph, various DTI social media platforms, and directly at supermarkets and grocery stores throughout the country.

This proactive measure demonstrates the Philippine government's commitment to mitigating inflationary pressures while maintaining dialogue with key industry stakeholders to balance consumer protection with business sustainability.
