Cagayan de Oro City Declares State of Energy Emergency, Unlocks P441 Million in Aid
The City of Cagayan de Oro has formally declared a State of Energy Emergency following the approval of a critical resolution by the Sangguniang Panlungsod during a special session held on April 7, 2026. This decisive action comes in response to escalating energy concerns impacting the local community.
Council Approves Massive Financial Relief Package
The 21st City Council unanimously approved Proposed Resolution No. 2026-203, acting on the urgent recommendation of the City Disaster Risk Reduction and Management Council (DRRMC). The DRRMC had convened an emergency meeting just one day prior to the council session to assess the crisis.
Under this newly enacted measure, the city is authorized to release a substantial P441 million from its dedicated disaster funds. These resources are earmarked specifically for providing essential fuel and food subsidies to sectors hardest hit by the ongoing energy crisis.
Direct Assistance for Transport Sector and Vulnerable Groups
Councilor Edgar Cabanlas, the council's majority leader, outlined the immediate relief plan. Affected tricycle operators and drivers will begin receiving a P2,000 cash assistance starting this Wednesday. Furthermore, these individuals are also eligible for an additional one-time assistance of P5,000 from the Department of Social Welfare and Development (DSWD).
The aid program extends beyond the transport industry. The City Council confirmed that several other vulnerable sectors are expected to benefit, including:
- Farmers and fisherfolk
- Senior citizens
- Persons with disabilities (PWDs)
- Solo parents
Executive Department to Formulate Crisis Management Plan
The resolution also mandates the city's executive department to prepare a comprehensive emergency crisis plan. This plan is designed to ensure the orderly, efficient, and transparent distribution of all assistance throughout Cagayan de Oro.
This council action builds upon earlier steps taken by the city administration. Mayor Rolando “Klarex” Uy had previously issued an Executive Order on March 31, 2026. That order established an Energy Crisis Committee and initiated the groundwork for potential countermeasures against the adverse effects of the oil crisis.
The declaration of a State of Energy Emergency marks a significant escalation in the city's institutional response, mobilizing substantial financial resources and administrative machinery to mitigate the impact on its residents and key economic sectors.
