Cebu City Takes Action Following National Energy Emergency Declaration
In response to President Ferdinand Marcos Jr.'s declaration of a state of emergency on energy, Cebu City officials have initiated coordination with national agencies to ensure the continuity of essential services and mitigate potential disruptions in power and fuel supplies. The City Government has reassured the public that comprehensive contingency measures are actively in place to maintain stable delivery of critical services, including fuel supply, transportation, and basic commodities.
Immediate Power-Saving Initiatives at City Hall
Mayor Nestor Archival, in a recent interview, highlighted that the local government has already begun implementing power-saving strategies at City Hall. Key measures include shutting down air-conditioning units at noon, a move that previously resulted in monthly savings of approximately P80,000. Additionally, by 4 p.m., elevators and lights in selected offices are turned off to further reduce energy consumption. These steps are designed to complement the City's broader energy-efficiency partnership with the Department of Energy (DOE).
Renewable Energy Partnership for Long-Term Sustainability
Under a five-year memorandum of agreement, Cebu City aims to reduce energy consumption in government facilities by 10 percent through the adoption of renewable solutions. The initiative, titled "Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings," involves the installation of solar photovoltaic systems, LED lighting, and electric vehicle charging stations. The City Council approved this agreement on February 23, 2026, through a resolution authored by Councilors Dave Tumulak and Joel Garganera, although the physical installations have yet to commence.
This program addresses the City's substantial annual electricity bill of P200 million. Mayor Archival, a known advocate for renewable energy, previously authored an ordinance that institutionalizes solar power in city operations. As part of the agreement, the DOE will provide technical assistance and conduct energy audits, while the City Government will designate an energy efficiency officer and develop a Local Energy Efficiency and Conservation Plan.
Early Successes and Future Projects
The City has already recorded significant early gains from its renewable energy initiatives. In August 2025, a 300-kilowatt solar system installed at the Department of General Services Complex successfully cut electricity costs by 70 percent. Looking ahead, future projects include a 700-kilowatt solar installation at the Legislative Building and the conversion of the Cebu City Public Library into a solar-powered facility.
Electric Transport Push and Infrastructure Development
Cebu City is also advancing its sustainability efforts by exploring electric buses as part of its transportation strategy. Mayor Archival confirmed that the City has ordered two electric buses for City Hall use, with an expected arrival between May and June. He emphasized that shifting to electric buses helps cushion the impact of fuel shortages and reduces operational costs, as electric vehicles run on cheaper electricity and require less maintenance. Currently, the City operates two electric buses donated by the Aboitiz Foundation.
To support this transition, the City plans to install a solar-powered fast-charging station at the Department of Public Services area. Archival further announced that within the next year and a half, the executive, legislative, and Association of Barangay Councils buildings will be fully running on solar energy.
Background on the National Energy Emergency
President Marcos declared a state of national energy emergency on Tuesday, March 24, citing ongoing conflicts in the Middle East that threaten global oil supply. This declaration authorizes energy conservation measures and a whole-of-government response through the UPLIFT program. The emergency status is set to remain in effect for one year, underscoring the urgency of local and national efforts to address energy challenges.
