Indonesian Firm Texcal Energy Secures DOE Approval for Oil Exploration in Cebu's Alegria

The Department of Energy (DOE) has officially granted Indonesian energy company Texcal Energy the green light to commence exploration activities in the southern Cebu town of Alegria. This move is part of a broader initiative to revitalize oil production in the region, as confirmed by government officials.

On-Site Refinery and Production Plans

Unlike previous ventures, Texcal Energy plans to construct a refinery directly on-site in Alegria. This facility will be dedicated to producing diesel and bunker fuel, which are critical components for transportation and industrial sectors. DOE Undersecretary Alessandro Sales expressed confidence in the company's capabilities, stating, "Our present contractor there has experience in onshore Indonesia refining products in place." He emphasized that Texcal Energy's expertise ensures a well-managed approach to the project.

Managing Expectations for the Alegria Oil Field

The Alegria oil field spans an extensive area of 197,000 hectares, but officials are urging caution regarding initial output. Sales noted that the known reserve is currently small-scale, with production capped at no more than four million barrels of oil initially. "Now don't get very big ideas. The known reserve is small-scale," he advised. However, the company will continue to explore deeper underground in hopes of uncovering larger deposits, potentially expanding the project's scope over time.

Significance for Cebu and Energy Security

This exploration is not solely focused on oil; the Alegria area is also estimated to contain approximately 9.42 billion cubic feet of natural gas, with about 6 billion cubic feet recoverable for use as a clean energy source in the region. The project marks a major resurgence for the site, which has been inactive for three years following the halt of previous work by a Chinese contractor in 2023 due to pandemic-related restrictions.

Texcal Energy brings a proven track record to the table, currently producing up to 7,000 barrels of oil per day at its primary site in Indonesia. The contract received approval from President Ferdinand Marcos Jr. as part of a national strategy to enhance local energy sources. The Cebu provincial government has welcomed this development, highlighting that local oil production could mitigate the impact of global price fluctuations and fuel shortages during future crises.

By establishing fuel production within Cebu, this initiative represents a significant stride toward greater provincial self-reliance and strengthened energy security for the Philippines.
