NEPC Enhances Consumer Education Initiative for Bacolod Vendors Federation

The Negros Electric Power Corporation (NEPC) has significantly ramped up its information, education, and communication (IEC) campaign, targeting members of the Federation of Bacolod City Vendors Association (FedBaCVA). This strategic move aims to bolster consumer awareness and foster greater engagement regarding electricity-related matters in the region.

The activity was conducted at NEPC's building in Bacolod City on January 30, 2026, drawing participation from at least 30 vendors. These attendees, all officers and officials, represented 17 distinct vendors' associations across Bacolod City, highlighting the broad reach of this educational effort.

Objectives and Key Topics Covered

According to Maricel Pe, Assistant Vice President for Customer Care and Marketing, the IEC campaign is designed to provide updated information on several critical areas. These include NEPC's ongoing programs, consumer rights and obligations, and relevant electricity laws that impact service usage. The session also featured a presentation of NEPC's accomplishments over the past 16 months, emphasizing key improvements and progress in service delivery to the community.

Legal Frameworks and Consumer Rights

During the campaign, NEPC officials delved into important legislative measures, such as Republic Act 7832. This law plays a crucial role in addressing electricity pilferage and reducing system losses, which are vital for maintaining efficient power distribution. Additionally, the Magna Carta for Electricity Consumers was discussed, focusing on the rights and responsibilities of consumers to ensure fair and transparent electricity services.

Vendor Association Response and Impact

Beboy Vaflor Cañada, a representative from FedBaCVA, expressed that the IEC is highly valuable for vendors. He noted that it helps them better understand their rights and responsibilities as electricity consumers, enabling more informed cooperation with NEPC for proper and responsible electricity use. This feedback underscores the campaign's effectiveness in empowering the vendor community.
