Senate Considers Fuel Price Investigation Amid Global Oil Drop Concerns

Senator Sherwin Gatchalian announced on Thursday that a Senate investigation may be launched if local pump prices fail to align with the recent decline in global oil prices. This statement comes as concerns grow over potential discrepancies in fuel pricing mechanisms in the Philippines.

Gatchalian, who chairs the Senate Proactive Response and Oversight for Timely and Effective Crisis Strategy (PROTECT) Committee, emphasized that authorities are closely monitoring domestic fuel price movements following a reported drop in global crude oil prices. He warned that inaction could lead to congressional scrutiny and potential penalties for non-compliance.

Rocket and Feather Effect Under Scrutiny

In a radio interview, Gatchalian highlighted the so-called rocket and feather effect, where prices rise rapidly in response to international market increases but fall slowly when global prices decline. He expressed frustration over this pattern, stating, "When prices rise in the international market, they immediately increase here. But when they go down, the decrease seems slow. We cannot just accept this."

This phenomenon has raised serious questions about whether oil companies are fairly passing on price reductions to consumers. Gatchalian stressed that the Department of Energy must ensure fuel price adjustments are properly aligned with global trends to protect Filipino consumers from unfair practices.

Global Price Drop Not Fully Reflected Locally

Gatchalian noted that while global oil prices have reportedly dropped from more than USD110 per barrel to approximately USD93 per barrel due to easing geopolitical tensions, the impact has yet to be fully felt in local pump prices. This discrepancy has prompted calls for immediate action and transparency in the pricing process.

He pointed out that limitations in the current oil deregulation law have constrained the government's ability to monitor pricing structures effectively. To address this, Gatchalian revealed that he has filed a measure seeking to restore government authority to review and monitor fuel pricing components, ensuring greater oversight and accountability.

Potential Penalties and Broader Powers

Gatchalian warned that if prices do not decrease appropriately, penalties should be imposed, and a Senate investigation will be initiated. He stated, "If prices do not go down, there should be penalties. We will investigate this."

Additionally, he highlighted that the declaration of a national energy emergency grants the executive branch broader powers to intervene if necessary. This includes implementing measures to ensure fair pricing in the domestic market, providing a potential avenue for swift action to protect consumers from price manipulation.

The senator's remarks underscore a growing push for stricter oversight and regulatory reforms in the energy sector, aiming to bridge the gap between global oil market fluctuations and local fuel costs for the benefit of all Filipinos.
