Bohol Community Triumphs Over Challenges to Finish P2.3-Million Road Project
In a powerful display of unity and resilience, the community of Barangay Saguise on Pres. Carlos P. Garcia Island in Bohol has successfully completed a P2.3-million pathway concreting project. This achievement highlights the effectiveness of the Community-Driven Development approach, which empowers local residents to identify, plan, and implement projects addressing their critical needs.
Overcoming Geographic and Logistical Hurdles
The project, funded under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services program of the Department of Social Welfare and Development, faced significant obstacles from the start. The old access road was narrow, soft, and had long been neglected, making it impassable during rainy seasons and hindering agricultural transport and emergency medical services.
During construction, two delivery trucks carrying construction aggregates became stuck in the muddy pavement and surrounding wetlands, exacerbated by continuous rainfall. This logistical crisis threatened to halt progress entirely, but the community refused to give up.
Bayanihan Spirit in Action
In response to the setbacks, the spirit of bayani prevailed. Residents, including men, women, and youth, stepped in to manually haul materials and clear debris, serving as their counterpart contribution to the project. This collective effort replaced heavy machinery and demonstrated the core principle of community-driven initiatives.
Mr. Michael A. Noynay, BDC-TWG Chairperson, reflected on the challenges, stating, "When that truck got stuck in the mud, we felt overwhelmed. It happened twice, and with the constant rain, we thought we would fail." However, the community's determination turned potential failure into a remarkable success.
Project Completion and Lasting Impact
The pathway concreting was completed between June 5 and August 13, 2025, resulting in a 332-linear-meter road that is 2 meters wide and 8 inches thick. This infrastructure directly benefits 262 households by providing faster and safer transportation for goods and services.
To ensure sustainability, the barangay established an Operation and Maintenance Group and passed a resolution for annual maintenance funding. This move underscores that the development in Saguise is not just a one-time achievement but an ongoing commitment to progress.
Beyond its physical structure, the road stands as a symbol of community solidarity and the enduring power of collaboration in overcoming adversity.
