The Cebu Bus Rapid Transit (CBRT) project, a highly anticipated mass transit initiative, continues to face significant operational delays despite nearing structural completion. According to Cebu City Councilor Winston Pepito, who spoke in an interview on SunStar Cebu's "Beyond the Headlines" program on Monday, February 23, 2026, Package 1 of the CBRT is 97% complete in terms of infrastructure. However, multiple critical barriers are preventing the system from launching fully.

Major Obstacles Hinder Progress

One of the primary challenges is the withdrawal of financial support from the World Bank for Packages 2 and 3 of the project. This funding setback has created a substantial gap in resources, complicating the overall implementation. Additionally, road widening efforts remain a major bottleneck, slowing down the project's advancement. Route changes have further contributed to delays, exacerbating the situation.

Administrative and Technical Hurdles

In response to these issues, the national government is prioritizing the formal launch and official turnover of facilities from the Department of Transportation (DOTr) to the Cebu City Government. This administrative step is crucial for moving forward, but it has yet to be finalized. Dry runs conducted so far have revealed traffic-related problems, such as congestion in outer lanes, even though the dedicated BRT lanes function efficiently.

Councilor Pepito, who chairs the City Council committee for BRT land acquisition, acknowledged that unfinished stations and underutilized lanes have led to public concerns about wasted government funds. He emphasized that the CBRT is designed to be a cornerstone of Cebu's long-term mass transit system. However, resolving land acquisition, financial constraints, and traffic integration must occur before commuters can benefit from the project.
