Cebu BRT Launches with Free Rides for Commuters

Commuters in Cebu City are set to benefit from a significant public transportation initiative as the Cebu Bus Rapid Transit (CBRT) begins its initial operations on March 13, 2026. In a move aimed at encouraging ridership and easing urban mobility, the Department of Transportation-Philippines (DOTr) has announced that rides will be free for one year as part of the rollout of the system's first operational segment.

Collaborative Effort for Smooth Implementation

The free ride program, dubbed "Libreng Sakay," is being implemented in coordination with the Cebu City Government, Land Transportation Franchising and Regulatory Board-Central Visayas (LTFRB 7), and Land Transportation Office-Central Visayas (LTO 7). This collaborative effort underscores the importance of the CBRT in addressing long-standing traffic issues in the metro.

Cebu City Councilor Winston Pepito, chairman of the City Council Committee on Transportation, clarified that this rollout marks the start of the full implementation of the system, even though the entire project remains incomplete. He emphasized that the completion of Package 1 allows the infrastructure to be utilized, with buses running from Il Corso to Cebu IT Park.

Operational Details and Challenges

Initially, at least 17 buses are expected to operate, though 30 units have been approved for the system. Pepito noted that only 17 are currently ready for deployment. The buses will use a dedicated lane along portions of Natalio Bacalso Avenue—from the Cebu South Bus Terminal to Osmeña Boulevard—and along Osmeña Boulevard up to Fuente Osmeña Circle, which will remain closed to general traffic.

However, Pepito explained that parts of the route will operate under mixed traffic since dedicated lanes are only available within the completed section of Package 1. This means commuters may not yet fully experience the intended efficiency of a BRT system, where buses move continuously without traffic interruptions. Despite this limitation, he welcomed the move as a step forward.

Ensuring Traffic Management and Future Plans

To ensure smooth traffic flow, the Cebu City Transportation Office will deploy personnel to manage traffic and maintain the exclusivity of the dedicated lanes for CBRT buses. The free ride program will run throughout the entire operating hours of the system and will not be limited to pilot hours, with no ceremonial launch planned—operations will simply commence on March 13.

Pepito also disclosed that Cebu City officials recently met with DOTr representatives to push for faster progress on the project. He had earlier written to President Ferdinand Marcos Jr., urging the National Government to prioritize the CBRT. According to him, DOTr officials are under pressure from higher leadership to accelerate completion, and he remains hopeful that Malacañang will continue to support this long-delayed mass transport system.

Background and Expectations

The CBRT project has faced years of delays since its conceptualization in 2014, but transport officials expect these initial operations to pave the way for the eventual completion of the full bus rapid transit network in Cebu City. This initiative represents a critical step toward improving urban mobility and reducing congestion in one of the Philippines' key metropolitan areas.
