Governor Pamela Baricuatro of Cebu is preparing to present five significant infrastructure initiatives to the Office of the President, marking a crucial step in the province's rehabilitation and recovery strategy.
Major Infrastructure Presentation Scheduled
Provincial Assistant Administrator Aldwin Empaces confirmed this development during an interview on Wednesday, November 19, 2025. The governor was specifically requested to identify her top five priority infrastructure projects that would drive Cebu's recovery under the Build Back Better framework.
The formal presentation is scheduled for November 26 during a meeting organized by the Department of Economy, Planning and Development. This gathering will include representatives from various national agencies who will review the proposed projects.
Key Projects Identified for Cebu's Development
Among the five projects highlighted for presentation is the long-delayed Integrated Water Management Project. Provincial officials express optimism that this initiative will finally secure necessary funding after being earmarked in previous years without moving forward.
Two additional projects have been clearly identified: a coastal diversion road stretching from Talisay City to Naga City and comprehensive hospitalization initiatives designed to upgrade provincial health facilities. The feasibility study for the Talisay-Naga coastal diversion road is expected to be completed by June 2026.
Strategic Implementation Approach
Empaces explained that major components of the Talisay-Naga project could advance concurrently with existing flagship road developments. This includes coordination with the bypass road project connecting Consolacion to Liloan, creating a comprehensive transportation network for the region.
The remaining two projects among the five priority initiatives have not yet been finalized by the Capitol. Provincial administrators continue to evaluate which additional infrastructure developments will provide maximum benefit for Cebu's recovery and long-term growth.
