The future of Clark International Airport (CRK) is taking a significant leap forward, positioning it to become a leading center for industry and logistics in the Philippines. This transformation follows a pivotal agreement signed on Thursday, December 5, 2025, between the Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA).

A Strategic Pact for Growth and Development

The core of this collaboration focuses on advancing the air transport and logistics services industry in the region. Transportation Secretary Giovanni Lopez emphasized the agreement's critical role for Central Luzon, highlighting its potential to promote the nation's aviation and aerospace sectors. According to Lopez, this move will create tangible benefits for both passengers and the broader Philippine economy.

"This will foster market access and opportunities in Central Luzon," Secretary Lopez stated. "But more than anything, there will be new economic activities because of the IMT." The IMT refers to the planned Industrial, Manufacturing, and Transport business zone and related services slated for establishment at the airport premises.

Building the Infrastructure for Economic Expansion

BCDA President and CEO Joshua M. Bingcang echoed this optimistic outlook, detailing the expected ripple effects. He projected that the initiative would attract increased manufacturing activity and more transport enterprises directly linked to Clark International Airport's operations.

"It also means a bigger economic contribution from Clark," Bingcang added. "Our role at BCDA is to make sure the right infrastructure is in place so the airport can expand, and logistics and transport firms can operate here with ease." This infrastructure support is seen as a key enabler for attracting major investments to the area.

Key Components of the Clark Airport Agreement

The partnership will see the DOTr and BCDA working closely with the airport's private operator, Luzon International Premiere Airport Development (LIPAD) Corp., to identify and establish a dedicated location for the IMT businesses. The agreement outlines several important steps:

  • Formally designating a zone within the Clark Airport complex for IMT and related services.
  • Conducting studies to explore the feasibility of implementing special incentive programs.
  • Using these potential incentives as a tool to attract and establish a strong base of IMT businesses at CRK.

Secretary Lopez also pointed out that the development of the IMT hub is expected to have a positive secondary effect: spurring tourism and further energizing economic activity throughout the region. This holistic approach aims to make Clark International Airport not just a transit point, but a powerful engine for sustainable growth in Central Luzon.
