The Provincial Government of Davao del Sur has taken a significant step in fortifying local communities against disasters by officially handing over newly renovated barangay gymnasiums designed to also function as fully-equipped evacuation centers. This initiative underscores the province's unwavering commitment to enhancing public safety, disaster resilience, and grassroots development.
Formal Turnover in Barangay Tiguman, Digos City
On January 15, 2026, provincial officials led the formal turnover ceremony for a revitalized gymnasium and evacuation center in Barangay Tiguman, Digos City. The infrastructure project, valued at ₱2,498,500, was spearheaded by Governor Yvonne Roña Cagas and Vice Governor Marc Cagas.
They were joined by Provincial Board Members Rey Aballe, Marla Almendras, and Shiela Cagas, alongside local leaders and residents. Barangay Tiguman Captain Rommel "Kap Mel" Salboro expressed profound gratitude for the project, pledging the community's commitment to its upkeep.
Captain Salboro recounted how the renovation was initiated after a personal inspection and call from Vice Governor Cagas on November 20, 2025, where the Vice Governor noted the gymnasium's deteriorating condition and immediately committed to its improvement.
A Dual-Purpose Facility for Safety and Community Life
The upgraded facility in Tiguman is set to dramatically improve the barangay's capacity to respond to emergencies. It will provide a safer, more resilient, and accessible shelter for residents during calamities such as floods, earthquakes, and severe storms.
Beyond its critical role in disaster preparedness, the gymnasium will also serve as a vibrant hub for daily community life, hosting sports events, youth activities, and local gatherings. This dual function is vital for fostering social unity and promoting healthy lifestyles at the barangay level.
"No Obstacle to Genuine Service": Turnover in Barangay Darong
The following day, January 16, 2026, Governor Cagas led another significant turnover for a newly renovated barangay gymnasium in Barangay Darong, Sta. Cruz. This ₱2,999,000 project was completed with the presence of Provincial Board Members Marla Almendras and Rey Ayo.
In her address, Governor Cagas delivered a powerful message of perseverance in public service. She revealed that project turnovers had been delayed for nearly two months due to the Christmas season and the aftermath of the killing of a barangay captain, coupled with death threats received by provincial officials.
"These are not obstacles for us to face the people and deliver the projects meant for them," Governor Cagas stated, reinforcing the provincial government's resolve to continue service delivery despite security concerns.
Similar to the Tiguman facility, the Darong gymnasium will enhance community life through sports and events while standing ready as a temporary evacuation center during disasters, offering residents a secure refuge.
Building a Foundation for Safer Communities
These turnovers were part of a broader infrastructure push by the Davao del Sur provincial government. Within just the second week of January 2026, four infrastructure projects were delivered to various barangays across the province.
This accelerated rollout highlights the administration's intensified effort to complete and hand over community-level facilities early in the year. By focusing on barangay-level infrastructure, the government ensures that development and the benefits of genuine public service directly reach grassroots communities, building safer and stronger foundations for all residents.
