Davao's Maa-Magtuod Flyover Nears Completion

Davao City's long-awaited traffic solution is finally on the horizon. The Mindanao Development Authority (MinDA) has announced that the major Maa-Magtuod Flyover is slated for completion before the end of 2025, marking a significant milestone for the region's infrastructure.

Project Update and Remaining Challenges

During a business forum at Probinsya Restaurant in Bajada on December 5, 2025, MinDA Secretary Leo Tereso Magno provided the latest update. He expressed cautious optimism, stating, "Hopefully, what they said is correct, and this time, there will be no obstacles." The project, which carries a total budget of P2.0704 billion, has faced significant delays primarily due to Road Right of Way (RROW) issues.

These obstacles involved the complex acquisition of mortgaged properties and the critical relocation of utility poles for electricity and telecommunications lines. Coordination with service providers like Davao Light and Power Company has seen some poles successfully transferred, but the process contributed to the slowed pace.

Detailed Status and Remaining Work

According to the Department of Public Works and Highways-Davao Region (DPWH-Davao), the flyover's construction progress stood at approximately 84.3 percent complete as of late 2025. The agency detailed that all necessary materials for the structure have arrived on site.

The remaining tasks are substantial and focused on finishing touches and safety features. Key activities include:

  • Construction of micro-piles at the approach sections.
  • Building Mechanically Stabilized Earth (MSE) retaining walls.
  • Completing drainage systems and installing concrete railings and parapets.
  • Reconstructing and widening the four-lane road with a 300-millimeter thickness.
  • Installing solar-powered streetlights.

While the flyover itself is expected to be passable by December 2025, the associated widened road sections are projected to be fully operational by March 2026.

Oversight and Anticipated Impact

In response to the project's prolonged timeline, the 21st Davao City Council established an Ad Hoc Committee for monitoring. The committee is chaired by Councilor Jessica Bonguyan, with Councilor Louie John Bonguyan as vice chair.

DPWH-Davao has previously addressed speculation, denying in August that political tensions influenced the delays. The project's funding is allocated with P1.6 billion for civil works and P400 million for RROW acquisitions.

Upon full completion, the Maa-Magtuod Flyover is projected to transform travel in Metro Davao. Key benefits include a drastic reduction in travel time along the Diversion Road and Maa-Magtuod intersection, eased congestion for daily commuters and cargo transport, and a safer, more efficient route for all motorists navigating the city.
