The Department of Transportation (DOTr) has officially declared that the construction of the Metro Manila Subway Project Phase 1 (MMSP 1) is proceeding according to plan, with key milestones firmly in sight. During a recent ceremony, officials emphasized that the project remains "on track" toward its ultimate completion, marking a significant step forward in the Philippines' urban transit development.

DOTr Undersecretary Timothy John Batan provided detailed insights into the project's timeline, revealing that the agency is targeting a demonstration run by the first quarter of 2028. Following this, full passenger operations are already anticipated to commence in 2031, offering a clear roadmap for the subway's operational debut.

Batan highlighted the vigorous construction efforts underway, noting that ten tunnel boring machines are currently operating daily across various sites. He added that nearly all contracts have been awarded, and activities at all construction locations are proceeding at full capacity. "With our subway, we are looking at five tranches of Japanese loans. Based on our latest program, we are on track," Batan stated confidently.

Financial Support and Recent Agreement

The project's advancement was bolstered by the recent signing of the fourth tranche loan for MMSP 1. Foreign Affairs Secretary Ma. Theresa Lazaro and Japanese Ambassador to the Philippines Endo Kazuya formalized this agreement, which amounts to 220 billion Japanese yen, approximately PHP84.81 billion. This financial injection is part of a series of Japanese loans supporting the subway's development.

Project Scope and Integration

MMSP 1 encompasses a comprehensive range of components, including the physical integration with the North-South Commuter Railway (NCSR) System, specifically the FTI to Bicutan segment. Additionally, the project involves the construction of a depot and 17 stations, along with the procurement of 30 train sets. Once fully realized, it will establish a 27.5-kilometer subway line stretching from Valenzuela to the Ninoy Aquino International Airport Terminal 3.

As construction continues unabated, the DOTr is now awaiting the finalization of the fifth loan tranche to ensure seamless progress.
