Naga Residents Still Awaiting Compensation for Metro Cebu Expressway Land Acquisition

In a concerning development for infrastructure progress in Cebu, several residents in Naga City have reported not receiving just compensation from the Department of Public Works and Highways (DPWH) for properties affected by the Metro Cebu Expressway (MCE) project. This issue arises as authorities push to complete a segment of the expressway within six months, highlighting a disconnect between construction timelines and resident welfare.

Affected Communities in Barangay Pangdan and Barangay Cantao-an

The impacted individuals reside in Barangay Pangdan and Barangay Cantao-an within Naga City. Since the project's inception in 2018, they have only received payments from the contractor, QM Builders, leaving them without the full compensation owed by the government. On Monday, February 2, 2026, multiple residents sought assistance from DYHP RMN Cebu, voicing their frustrations over the delayed payments amidst the MCE's accelerated construction goals for this year.

Delays in Compensation Despite Completed Requirements

One complainant, whose name was withheld, revealed that they received a Letter Offer outlining the appraised value of their land, which DPWH is supposed to pay upon completion of all requirements. However, after submitting all necessary documents years ago, they continue to wait for the compensation to materialize. It has been noted that while payments for houses have been made, the land itself remains unpaid for, stretching over several years without resolution.

This situation underscores broader challenges in infrastructure development, where property rights and timely compensation are crucial for community support and project success. As the MCE aims to enhance connectivity in Metro Cebu, addressing these compensation delays is essential to maintain public trust and ensure fair treatment for all affected parties.
