President Ferdinand R. Marcos Jr. conducted an inspection and officially opened the newly completed Central Luzon Link Expressway (CLLEX) Contract Package 4, specifically the Aliaga to Cabanatuan City section, on Tuesday, March 31, 2026. This significant infrastructure milestone is poised to transform regional connectivity and economic dynamics in Central Luzon.
Dramatic Reduction in Travel Time
The newly inaugurated segment spans four kilometers and forms a crucial part of an east-west corridor that links Tarlac with Nueva Ecija. According to President Marcos, this development will drastically cut travel time between Tarlac and Cabanatuan City from one hour and thirty minutes to a mere twenty minutes. This improvement is expected to enhance mobility for thousands of daily commuters and commercial vehicles.
Impact on Rice Prices and Transportation Costs
President Marcos emphasized that the reduced travel time will lead to lower fuel consumption, which is particularly vital amid escalating global oil prices influenced by the Middle East crisis. He highlighted that this will directly decrease transportation costs for agricultural goods, especially rice. Nueva Ecija, renowned as the Philippines' "Rice Granary," produces the majority of the nation's rice supply. By lowering logistics expenses, the expressway aims to help stabilize rice prices, benefiting both farmers and consumers across the region.
"This will help reduce transport costs and, in turn, help keep rice prices stable," Marcos stated during the opening ceremony.
Encouraging Usage and Alleviating Congestion
The new road section is projected to serve approximately 11,500 vehicles daily. To promote its use and ease traffic congestion along the heavily traveled MacArthur Highway, the government has declared it toll-free until December 2026. This temporary measure is designed to incentivize drivers and businesses to adopt the new route, thereby maximizing its efficiency and public benefit.
Broader Infrastructure Strategy
The CLLEX expansion is a key component of the administration's comprehensive infrastructure agenda, which focuses on opening vital road networks to improve mobility, reduce logistics costs, and mitigate the economic impact of rising fuel prices.
