Transportation Department Celebrates Key Progress in Clark Railway Extension

The Department of Transportation (DOTr) has announced a major advancement in the ongoing construction of the North-South Commuter Railway Extension (NSCR-Ex) in Clark, Pampanga. Acting Transportation Secretary Giovanni Lopez revealed that two critical milestones have been achieved simultaneously, signaling accelerated progress on this vital infrastructure project.

Dual Construction Achievements Mark Project Acceleration

During a statement released on Monday, February 2, 2026, Secretary Lopez confirmed the successful installation of the first main support beam, commonly known as a girder, for the NSCR-Ex Clark Segment under Contract Package N-04. Concurrently, rail welding operations have commenced at the Mabalacat Depot under Contract Package NS-01, creating a dual breakthrough for the ambitious railway expansion.

"The first milestone, the installation of the initial girder, is particularly significant for the public, as people can now start witnessing massive concrete girders being installed in that segment of the NSCR," Lopez emphasized. "The second milestone, the rail welding ceremony, signals that contractors are now ready to install and connect the permanent rails across the project site."

Presidential Directive Drives Infrastructure Development

The accelerated construction timeline aligns directly with President Ferdinand R. Marcos Jr.'s executive order to fast-track critical infrastructure projects nationwide. The administration has prioritized multi-sectoral coordination to ensure timely completion of transportation networks that will benefit the entire Filipino population.

"Malinaw po ang kautusan ng ating Pangulo (The President's order is clear). This is not simply for DOTr; this is not simply for our Cabalens. But this is for the entire Filipino people," Lopez stated during the announcement, underscoring the national significance of the railway extension.

Local Government Partnership Proves Essential

Secretary Lopez highlighted the indispensable role played by local government units in facilitating project completion. Through collaborative efforts in clearing right-of-way and addressing logistical challenges, LGUs have become crucial partners in the national infrastructure agenda.

"I would like to extend my gratitude and respect to [Pampanga 1st District] Cong. [Carmelo] Lazatin Jr. Kapag kasama natin ang lokal na pamahalaan, mas napapabilis po ang ating mga proyekto (When we're working with LGUs, project completion is faster)," Lopez acknowledged. "The LGU, the congressmen, the mayors, they are always indispensable partners of the national government."

Comprehensive Construction Scope of NSCR-Ex Package

The NSCR-Ex Contract Package N-04 encompasses extensive construction and civil engineering work spanning approximately 6.5 kilometers of railway track infrastructure. This comprehensive package includes:

  • Construction of an underground station at Clark International Airport (CRK)
  • Development of elevated viaducts and bridges along the route
  • Implementation of an underground tunnel leading directly to the CRK Station
  • Establishment of at-grade access points to the NSCR depot facilities

This multifaceted approach ensures the railway extension will provide seamless connectivity between regional transportation hubs while supporting economic growth throughout Central Luzon and beyond.
