The Bases Conversion and Development Authority (BCDA) is set to launch the bidding process for a crucial infrastructure upgrade in Central Luzon next week. The project focuses on expanding the ramps at the Subic-Clark-Tarlac Expressway (SCTEX) Luisita Interchange in Tarlac City, a move aimed at solving traffic bottlenecks and enhancing regional connectivity.
Project Details and Official Announcement
BCDA President Joshua Bingcang revealed the timeline during the KapiHann media forum organized by the Pampanga Press Club. The event was held at the Clark Freeport on Wednesday, January 7, 2026. Bingcang confirmed that the invitation to bid for the project will be published next week, marking the official start of the procurement phase.
The expansion involves the construction of two new interchange ramps, each measuring approximately 600 meters in length. This development has already received the necessary green light from the Toll Regulatory Board (TRB). The initial project budget is set at ?250 million, signaling a significant investment in the province's road network.
From Half to Full Trumpet Interchange
President Bingcang explained the technical scope of the upgrade. Currently, the Luisita Interchange operates only as a half-trumpet interchange, which limits traffic flow options. The new construction will add a northbound entry ramp and a southbound exit ramp.
Once completed, these additions will transform the junction into a full trumpet interchange. This design is more efficient, allowing smoother entry and exit from the expressway in all directions and is expected to significantly decongest the area.
Boosting Tarlac's Growth and Connectivity
Tarlac Governor Christian Yap expressed strong support for the project during the same forum. He emphasized that the upgraded interchange is vital for residents in the northern parts of Tarlac, providing them with better access to new developments within the province.
Governor Yap also shared an additional connected development: a new six-lane bypass road that will link directly to the improved interchange. This comprehensive approach aims to maximize the economic benefits for the region.
The primary goal of the infrastructure enhancement is to improve connectivity to the major industrial parks in the vicinity. Specifically, the project will facilitate better access to the industrial developments being spearheaded by conglomerates like Ayala and Aboitiz. This is anticipated to ease commute times for workers and enhance the logistical efficiency for businesses operating in these parks, ultimately driving employment and economic growth in Central Luzon.
