BACOLOD. In a significant move to align with national directives, Bacolod City Mayor Greg Gasataya has issued Executive Order 15 Series of 2026, enforcing a flexi-work policy across the city government. This action comes in direct compliance with a memorandum from President Ferdinand Marcos Jr., aimed at promoting energy efficiency and resource conservation.
New Work Schedule Details
Mayor Gasataya signed the executive order on March 10, 2026, setting the stage for a compressed workweek that will take effect from March 16. Under this new policy, city government employees will work from Monday to Thursday, with extended hours from 8 a.m. to 7 p.m. This schedule ensures that the mandatory 40 working hours per week are maintained, as required by labor standards.
Background and Rationale
The executive order is a response to Memorandum Circular 114, dated March 6, 2026, which directs all government agencies to adopt energy conservation measures. This includes implementing a temporary four-day workweek to reduce fuel and electricity consumption. Additionally, the order reiterates directives from Executive Order 011, issued on February 13, which focuses on promoting energy efficiency through technological upgrades and improved fuel conservation practices.
"By doing this, we can help the employees in Bacolod City and conserve fuel, electricity, and other resources," Mayor Gasataya emphasized. He highlighted that this initiative not only supports national goals but also aims to enhance employee well-being by offering a more flexible work arrangement.
Monitoring and Productivity Measures
To ensure that productivity remains high under the new flexi-work scheme, Mayor Gasataya announced that department heads will conduct weekly monitoring of employee performance. This proactive approach is designed to address any potential challenges and maintain operational efficiency.
Employees under the flexi-work arrangement will use Fridays to assess and review their weekly work outputs. This dedicated time for reflection and planning is intended to foster continuous improvement and accountability within the city government.
Exemptions for Essential Services
While the four-day workweek applies broadly, certain agencies providing essential public services are exempt from the 10-hour flexi-work arrangement. These include:
- City Health Office
- City Disaster Risk Reduction and Management Office
- Department of Social Services and Development
- City Engineer's Office
- Bacolod Environment and Natural Resources Office
- General Services Office
- Public Order and Safety Office
This exemption ensures that critical services remain uninterrupted, safeguarding public health, safety, and welfare in Bacolod City.
The implementation of Executive Order 15 marks a pivotal step in Bacolod City's efforts to contribute to national energy conservation goals while adapting to modern work trends. As the policy takes effect, city officials will closely monitor its impact on both resource savings and employee productivity.
