DOLE Mandates PESOs to Provide Support for Displaced Construction Workers

The Department of Labor and Employment (DOLE) has issued a directive requiring all Public Employment Service Offices (PESOs) to prepare and deliver assistance for construction workers who have been displaced from their jobs. This move comes as the agency intensifies its efforts to address a significant rise in unemployment within the construction sector, which has been impacted by recent economic challenges.

Spokesman Details Assistance Measures

In a radio interview, DOLE Spokesman Lennard Serrano emphasized the critical role of PESOs in helping these workers secure new employment opportunities. "We have given a directive to our Public Employment Service Offices to also monitor those who have lost their jobs and bring them closer to job vacancies within their municipalities, cities, and provinces, and give them an opportunity to get new jobs," Serrano stated. He further explained that the department is actively monitoring the construction industry following reports of widespread job losses over recent months.

Investigation into Unemployment Increase

Serrano revealed that DOLE is currently investigating the factors behind the recent surge in unemployment within the construction sector. "For the construction industry, we have already given a directive to our regional offices to look into their displaced workers' welfare and monitor the unemployed," he added. This proactive approach aims to identify the root causes and implement targeted solutions to mitigate the impact on affected workers.

Statistical Context and Causes

According to data from the Philippine Statistics Authority, the country's overall unemployment rate has been partly driven by a loss of approximately 550,000 jobs in the construction industry. This substantial reduction in employment is linked to decreased public construction spending, which has been exacerbated by controversies surrounding flood control projects. The decline in government investment has led to project delays and cancellations, resulting in widespread layoffs and financial hardship for many workers.

Broader Implications and Future Steps

The directive to PESOs underscores DOLE's commitment to providing immediate relief and long-term support for displaced construction workers. By leveraging local employment services, the department hopes to facilitate quicker job placements and reduce the economic strain on affected families. As the investigation continues, DOLE plans to collaborate with other government agencies and private sector stakeholders to develop comprehensive strategies that address both the immediate needs and underlying issues contributing to the job losses.
