DOLE Orders Strict Monitoring of Fireworks Industry for 2025 Holidays
DOLE Orders Strict Monitoring of Fireworks Industry

The Department of Labor and Employment (DOLE) has issued a directive for heightened surveillance of the pyrotechnics sector as the country prepares for the peak holiday season. The order, released on Wednesday, December 3, 2025, aims to prevent workplace accidents during a period of increased production and demand.

DOLE's Directive to Field Personnel

Through Labor Advisory No. 18-2025, DOLE has instructed all its regional directors and field officers to intensify their monitoring efforts. The agency explicitly ordered them to closely coordinate with the Bureau of Fire Protection (BFP), the Philippine National Police (PNP), and Local Government Units (LGUs). This multi-agency approach is designed to ensure comprehensive oversight of establishments involved in the manufacture, distribution, and sale of fireworks and other pyrotechnic products.

The primary command is clear: "All regional directors are hereby directed to monitor establishments’ compliance to prevent workplace accidents," stated the department. This proactive measure underscores the government's commitment to worker safety during one of the busiest times for the industry.

Strict Compliance with Safety Standards

In the same advisory, DOLE issued a stern reminder to all businesses operating within the pyrotechnics supply chain. The department emphasized the non-negotiable requirement to adhere to occupational safety and health (OSH) standards.

"All establishments engaged in the manufacture, distribution, and sale of pyrotechnics are hereby reminded to strictly comply with occupational safety and health standards," DOLE reiterated. This reminder is a core part of the agency's mandate to guarantee a safe and healthful working environment for every employee, especially in an industry handling hazardous materials.

Holiday Season Context and Significance

The timing of this directive is strategic and critical. The demand for fireworks traditionally surges in the Philippines during the Christmas season, culminating in the widespread practice of lighting fireworks to welcome the New Year. This cultural tradition leads to a significant ramp-up in production, distribution, and retail activity, which correspondingly increases the risk of workplace incidents if proper protocols are not followed.

By issuing this advisory in early December, DOLE is taking a preemptive stance. The goal is to embed safety as a priority before the industry reaches its busiest period, thereby protecting workers and helping ensure that the festive celebrations are not marred by preventable tragedies.
