The Metropolitan Manila Development Authority (MMDA) has taken a decisive step to safeguard the health of its field personnel against the escalating threat of extreme heat. In a formal announcement, the agency has reinstated the implementation of heat stroke breaks, effective this Monday, March 16, 2026.
Mandatory Rest Periods for Critical Workers
Under the newly issued Memorandum Circular No. 04 Series of 2026, all traffic enforcers and street sweepers will be granted a 30-minute rest period during each of their work shifts. This proactive policy is designed to mitigate the risks associated with prolonged exposure to high temperatures and will remain in effect until May 31, 2026.
Enhanced Measures for Severe Heat Conditions
To further prevent heat-related illnesses such as heat exhaustion, heat stroke, and heat cramps, the MMDA has outlined additional provisions. If the heat index in Metro Manila reaches or exceeds 40 degrees Celsius, personnel will receive an extra 15 minutes of rest. This flexible approach ensures that workers are protected during the most dangerous weather conditions.
Ensuring Operational Continuity
The agency has clarified that these breaks will be implemented on an alternate basis among staff assigned to the same location. This strategic scheduling is intended to maintain the smooth flow of traffic management and road clearing operations, preventing any significant disruptions to public services.
Hydration Initiatives and Support
In conjunction with the reinstatement of the heat stroke break policy, MMDA Chairman Romando Artes led the distribution of bottled drinking water and insulated, reusable water bottles to personnel at the MMDA Timog Base in Quezon City. This initiative was supported by key water concessionaires, including Maynilad Water Services, Inc. and Manila Water Company, Inc.
MMDA General Manager Nicolas Torre III has assured that all satellite offices of the agency will be supplied with adequate water provisions. This measure aims to keep field personnel well-hydrated throughout their duties, reinforcing the agency's commitment to worker welfare.
