In the wake of escalating global tensions, Senator Joel Villanueva has championed the expansion of work-from-home (WFH) and other flexible work arrangements as a practical and effective shield for Filipino workers against the threat of rising oil prices. As the principal author and sponsor of Republic Act 11165, also known as the Work-From-Home Law, Villanueva emphasized that this legislation provides a ready-made policy framework to curb travel demands and reduce crude oil consumption.
A Legislative Response to Economic Pressures
"During times when oil prices are soaring due to conflicts in other parts of the world, we must utilize the mechanisms already embedded in our laws to assist our workforce," stated Villanueva. Enacted in 2018, RA 11165 institutionalized WFH practices in the private sector, enabling employees to perform their duties outside traditional office settings through the use of telecommunications and digital technology.
Beyond Remote Work: Diverse Flexible Options
Villanueva further highlighted that, in addition to remote work, employers can adopt various other strategies to enhance flexibility. These include hybrid work setups, compressed workweeks, staggered working hours, and adaptable schedules. He argued that such measures not only benefit employees by offering greater work-life balance but also serve as a pragmatic step to decrease gasoline and diesel consumption, particularly amid anticipated price increases.
Government Sector Alignment
On the governmental front, the Civil Service Commission (CSC) has already approved the adoption of flexible work arrangements through Memorandum Circular No. 06, issued in June 2022. According to the CSC, this policy makes government employees' work more adaptable, allowing them to adjust efficiently even in challenging situations. This move aligns with broader efforts to promote resilience and sustainability in the workforce.
The call for expanded WFH comes as global oil markets face volatility due to Middle East tensions, underscoring the need for innovative solutions to protect both workers and the economy from external shocks.
