Marcos Expands West Cebu Industrial Park with 7 Land Parcels
Marcos Adds 7 Land Parcels to West Cebu Ecozone

President Ferdinand R. Marcos Jr. has taken a significant step to boost industrial development in Central Visayas by approving the inclusion of seven land parcels into an established economic zone.

Proclamation Expands Cebu's Industrial Footprint

On December 4, 2025, President Marcos signed Proclamation No. 1105, a move that formally incorporates additional properties into the West Cebu Industrial Park-Special Economic Zone. The official announcement was released on Sunday, December 7, 2025.

The newly included lands have a total area of 69,490 square meters and are situated in the municipalities of Barangay Arpili and Barangay Buanoy in Balamban, Cebu. This expansion is governed by the legal framework of the Special Economic Zone Act of 1995 (Republic Act 7916), as amended by RA 8748, along with its implementing rules and a relevant resolution from the Philippine Economic Zone Authority (PEZA) Board.

Detailed Breakdown of the Included Properties

The proclamation provides specific details on the land titles now part of the ecozone. In Barangay Arpili, two parcels are included, identified by their technical titles: Lot 4-A Sk-07-000192 TCT No. 113-2024000343 and Lot 1770 Sk-07-000190, TCT No. 113-2024000072.

The expansion is more extensive in Barangay Buanoy, where five separate land titles have been incorporated. These are:

  • Lot 1437-A-2-A-2 Sk-07-000191 TCT No. 113-2014000144
  • Lot 1437-A-2-B-2 Sk-07-000193 TCT No. 113-2014000351
  • Lot 1437-A-2-C-2 Sk-07-000191 TCT No. 113-2014000146
  • Lot 1686 Sk-07-000313 TCT No. 113-2025000701
  • Lot 1695 Sk-07-000186 TCT No. 1132024000260

Implications for Economic Growth and Investment

This strategic expansion of the West Cebu Industrial Park-Special Economic Zone is expected to attract more local and foreign investors to the region. By bringing these parcels under the PEZA regime, businesses that locate there can benefit from fiscal and non-fiscal incentives, including tax holidays and simplified import-export procedures.

The move underscores the national government's commitment to decentralizing economic growth and strengthening key industrial hubs outside Metro Manila. Balamban, Cebu, already known for its shipbuilding and heavy industries, is poised for further job creation and infrastructure development as a direct result of this proclamation.
