Cebu Province Unveils 10 'Toilet Stops' to Enhance Tourist Convenience
Tourists in Cebu will no longer struggle to find clean and dependable restrooms, as the Cebu Provincial Tourism Office (PTO) has officially recognized the first 10 'toilet stops' across the island under a new mapping initiative. This program, launched by the Province of Cebu, aims to address a long-standing issue of inadequate public sanitation facilities for travelers.
Governor's Directive Drives Initiative
In an interview on Monday, February 16, 2026, PTO Head Rowena Lu Y. Montecillo revealed that this effort follows a directive from Governor Pamela S. Baricuatro to identify reliable restrooms for visitors. "Gov. Baricuatro personally selected the 10 municipalities where she wants toilet stops established," Montecillo stated. The selected facilities are located in Sibonga, Argao, Oslob, Aloguinsan, Barili, City of Naga, Cebu City, Toledo City, Balamban, and Carcar City.
Strategic Locations and Operational Advantages
Most of these toilet stops are situated at gasoline stations along national highways, offering a significant advantage: they are open 24 hours a day. This contrasts with some existing Tourist Rest Areas (TRAs), which have limited operating hours, making the new stops more accessible for travelers at all times.
Public-Private Partnership for Implementation
The program will be implemented through a collaboration between the government and private sector. The provincial government, via its Engineering Office and General Services Office, will assist with repairs and refurbishments, such as fixing broken doors and providing basic supplies. Meanwhile, maintenance and cleaning responsibilities will remain with the establishment owners.
Urgent Repairs and Timelines
Out of the 10 identified locations, seven require immediate repairs, which will be funded by the Office of the Governor. The province targets to complete these repairs by March 2026, coinciding with the summer season when travel peaks. This timeline also serves as preparation for ASEAN-related meetings scheduled to be held in Cebu in May 2026.
Additional Provincial Efforts and Practical Approach
Montecillo also highlighted that the province has its own rest areas called "Hapitanan sa Sugbo." She acknowledged that the lack of clean public restrooms has been a persistent problem. Instead of constructing new buildings, the province finds it more practical and cost-effective to partner with gasoline stations. Under the agreement, the province will monitor compliance with cleanliness standards. Montecillo clarified that not all toilet stops will charge fees to users, ensuring accessibility for all travelers.
