Central Luzon Tourism Officials Revise Strategies Amid National Energy Emergency

In response to the government's declaration of a state of national energy emergency, tourism officials in Central Luzon have announced they are actively reviewing and adjusting their regional programs to ensure sustainability and growth. This move comes as the region prepares for potential disruptions in energy supply, which could impact critical sectors including transportation and industry.

Government Declaration and Its Implications

President Ferdinand Marcos Jr. formalized the declaration on March 24, 2026, through Executive Order No. 110. The order cites escalating tensions in the Middle East as a primary concern, with fears that these geopolitical issues could severely disrupt the Philippines' energy supply. The executive order outlines a series of measures designed to mitigate potential impacts on essential areas such as food security, livelihoods, and industrial operations.

On Friday, March 27, during the sidelines of the ongoing Gulis exhibit and Dukit ning Maleldo event at Matuang Bale Café and Capampangan Arts Studio in the City of San Fernando, Department of Tourism (DOT) Region III Director Richard Daenos addressed the situation. He acknowledged the potential challenges facing the tourism sector and emphasized the need for proactive adjustments.

Coordinated Response and Strategic Planning

Daenos revealed that his office is currently coordinating closely with the DOT central office to ensure that all policies and programs remain responsive to the evolving circumstances. He stressed that an existing Regional Development Plan is already in progress and must not be disrupted by the emergency declaration. Instead, the focus is on integrating resiliency programs into existing strategies to enhance adaptability.

Most tourism activities in Central Luzon are locally driven, Daenos noted, highlighting the importance of community-based initiatives in maintaining sector stability. To address the energy emergency, DOT-3 has developed a comprehensive Tourism Resiliency Program, which prioritizes three key areas to strengthen the region's tourism infrastructure.

Key Components of the Tourism Resiliency Program

First, the revitalization of local tourism programs is a top priority. This involves enhancing community-based initiatives, improving destination readiness, and promoting domestic travel circuits that showcase Central Luzon's unique cultural, historical, and natural assets. By focusing on domestic tourism, the region aims to reduce dependency on international markets and bolster local economies.

Second, the promotion of investment targeting key markets such as Japan and South Korea remains crucial. These campaigns are designed to sustain visitor arrivals and reinforce Central Luzon's position in the global tourism market, ensuring that international interest does not wane amid global challenges.

Third, the expansion of tourism training programs focused on human capital development is underway. By upskilling tourism workers, improving service excellence, and fostering innovation in product development, DOT-3 aims to generate sustainable livelihood opportunities and strengthen the overall tourism value chain.

Building a Resilient Tourism Sector

Through these targeted interventions, Daenos expressed confidence that DOT-3 is building a resilient tourism sector—one that is responsive to change, empowered by its people, and capable of sustaining long-term growth for Central Luzon. The programs are expected to help the region's tourism industry thrive despite global uncertainties, including energy supply disruptions.

As the situation evolves, tourism officials will continue to monitor developments and adjust strategies accordingly, ensuring that Central Luzon remains a vibrant and sustainable destination for both local and international visitors.
