New Visitors Complex at Mount Samat to Boost Tourism and Honor Veterans

A new visitors complex at the Mount Samat National Shrine in Pilar, Bataan, is set to benefit local communities, veterans' families, and the tourism sector, with government agencies highlighting its role in job creation, enterprise support, and fostering public appreciation of Filipino heroism.

Infrastructure Development for Economic and Historical Impact

The Tourism Infrastructure and Enterprise Zone Authority (TIEZA), through the Mt. Samat Flagship Tourism Enterprise Zone (FTEZ), is spearheading this project to enhance visitor services and stimulate economic activity around one of the Philippines' most significant historical sites. Governor Jose Enrique Garcia III emphasized that the development will bolster local livelihoods and businesses.

"This project opens opportunities for local businesses. It creates jobs. It strengthens tourism. And it allows us to welcome more visitors in a way that is organized, meaningful, and sustainable," Garcia stated. "We are not just preserving the past. We are making it relevant to the present—and more importantly, beneficial to our communities."

Key Facilities and Timeline

Designed as a flagship infrastructure initiative, the visitors complex will feature three main facilities:

  • Tourist Assistance Center: A gateway facility with orientation rooms, souvenir shops, a cafeteria, function spaces, and a commercial hub to provide a seamless experience for both local and international tourists.
  • Visitors Center: Offering curated exhibits and interactive displays to deepen historical understanding, along with hotel-type accommodations for added convenience.
  • Multipurpose Administration Building: Supporting operations and hosting meetings, events, and other activities.

TIEZA Chief Operating Officer Mark T. Lapid announced that construction is expected to be completed by June 2027, with a possible inauguration aligned with Independence Day celebrations. "We expect these to be completed by June next year, and it is possible that their inauguration and opening will coincide with the celebration of Independence Day," he said.

Preserving Heritage and Fostering Engagement

The groundbreaking ceremony took place on April 9, 2026, commemorating the 84th Araw ng Kagitingan. With a project cost of nearly P170 million, TIEZA continues to fulfill its mandate as the infrastructure, investment, and asset management arm of the Department of Tourism, advancing projects that promote economic growth while safeguarding national identity.

The Philippine Veterans Affairs Office (PVAO), steward of the Mt. Samat National Shrine, stressed the importance of preserving the site's dignity while enhancing accessibility and public engagement. PVAO Undersecretary Reynaldo Mapagu highlighted the need for balance in this endeavor.

"We are not simply building structures. We are building continuity. To our veterans and their families, this is for you. Your story will not fade. It will be strengthened, preserved, and shared," Mapagu affirmed.

Long-Term Benefits and Goals

By upgrading facilities at key destinations like the Mt. Samat FTEZ, TIEZA aims to:

  1. Improve visitor engagement through enhanced services and educational exhibits.
  2. Generate local employment opportunities, supporting economic resilience in the region.
  3. Preserve the country's cultural and historical heritage for future generations, ensuring that the sacrifices of veterans remain a living part of national consciousness.

This initiative represents a strategic blend of tourism development and historical preservation, positioning Mount Samat as a model for sustainable and meaningful heritage tourism in the Philippines.
