In a significant step towards enhancing its educational services, the local government of Banaybanay in Davao Oriental conducted a benchmarking visit to the acclaimed Panabo City Library on November 13, 2025.

Learning from an Award-Winning Model

The activity commenced with an initial meeting held at the City Mayor's Conference Room within the Panabo City Hall. The Banaybanay delegation revealed that they specifically chose Panabo City as their model due to its diverse best practices and its impressive track record as a successive awardee in various literacy awards.

The primary objectives of their visit were clear: to gain crucial knowledge on establishing a municipal public library and to understand the process of organizing a Literacy Coordinating Council (LCC) in every barangay across Davao Oriental.

A Deep Dive into Best Practices

The information presentation on Panabo's successful strategies was led by City Administrator Pedrito A. Misoles and City Information Officer and Library OIC Michael Angelo A. Resueño. Their comprehensive briefing covered the library's operational model and included vital details on the necessary preparation of legal documents required for such initiatives.

Following the productive meeting at City Hall, the Banaybanay team proceeded to the Panabo City Library itself for a more hands-on experience. There, Librarian II Jayson Alibango took the lead, presenting an in-depth look into the day-to-day operations of the library facility.

Paving the Way for Literacy Advancement

This benchmarking activity marks a pivotal move for the Municipality of Banaybanay. By studying the established and award-winning framework of Panabo City, they are laying a solid foundation to replicate this success in their own locality.
