Mandaue City Launches Major Educational Infrastructure Project

Mandaue City is embarking on a transformative educational initiative that promises to reshape higher learning opportunities for its residents. Starting in April 2026, construction will commence on the permanent campuses of Mandaue City College (MCC) and Cebu Technological University (CTU)–Mandaue Campus at the Norkis Park site in Barangay Looc.

Dual Campus Development on 7,000-Square-Meter Site

The ambitious project will see both educational institutions built simultaneously on a substantial 7,000-square-meter property. Mayor Thadeo Jovito “Jonkie” Ouano officially announced this development following a conclusive planning session held on January 14, 2026. The mayor emphasized that these new facilities are specifically designed to address the escalating demand for accessible college education within the city.

Architectural Design and Modern Features

The City Development Plan showcases two architecturally distinct structures tailored to accommodate growing student populations. CTU–Mandaue will feature a practical three-storey building, while MCC will rise as an impressive eight-storey tower. The design team, led by Architect Leo Mutia and Engineer Alex Mayor Jr., has meticulously planned the layout to optimize the available space efficiently.

Mayor Ouano highlighted that the primary objective is to provide Mandauehanon students with contemporary, comfortable learning environments that enhance educational outcomes. The facilities will incorporate modern amenities and thoughtful design elements to create conducive spaces for academic excellence.

Substantial Financial Investment and Funding Strategy

The MCC project represents a significant financial commitment from the city government. Initial funding has been secured through the 2026 General Appropriations Act (GAA), which has allocated over P450 million for the MCC campus. With the total estimated cost reaching P700 million, city officials plan to request the remaining balance in subsequent budget cycles.

CTU–Mandaue has also received substantial financial backing, with allocations ranging between P80 million and P89 million from the GAA. Mayor Ouano reassured constituents that despite phased fund releases, both buildings will become operational even before all construction details are finalized, ensuring timely educational access.

Project Timeline and Preparatory Work

City Administrator Attorney Gonzalo “Sally” Malig-on confirmed that preliminary activities are already underway. Technical experts are currently conducting comprehensive soil testing at Norkis Park to verify ground stability and prepare for heavy construction activities. This proactive approach demonstrates the city's commitment to thorough project planning and execution.

"We are pleased that the project is moving according to schedule," Malig-on stated. He acknowledged that while the initial P89 million allocation for CTU represents a modest beginning, it provides sufficient resources to initiate construction and maintain momentum.

Future Expansion Possibilities and Strategic Planning

City officials are exploring potential enhancements to the original design, including discussions about adding additional floors to accommodate more students as enrollment grows. There are also considerations about incorporating commercial spaces within the campus designs, which could generate supplementary revenue to support ongoing operational expenses.

By constructing both campuses concurrently, Mandaue City aims to complete the projects within similar timeframes. This synchronized approach represents a strategic milestone in the city's educational development, ensuring local students have access to high-quality facilities where they can earn degrees and prepare for successful professional careers.
