Lapu-Lapu City College Faces Scrutiny Over Delayed Teacher Payments

The Lapu-Lapu City Committee on Education has officially demanded an explanation from the Lapu-Lapu City College (LLCC) regarding its failure to disburse honoraria to its part-time teaching staff for the first half of November. This directive comes amid growing concerns and allegations of insufficient funds within the college's administration.

City Official Demands Accountability and Transparency

In a public statement released on Monday, November 24, 2025, Councilor Annabeth Cuizon, who chairs the Committee on Education, issued a firm directive to the LLCC school administrator. She instructed the administrator to provide a comprehensive report detailing the reasons behind the payment delay, a full account of how funds have been used, and the concrete steps that will be taken to prevent such issues in the future.

"Our educators deserve nothing less than prompt and fair compensation. Rest assured, we are taking this matter seriously and will act decisively to protect the welfare of our teaching community," Cuizon stated emphatically.

Available Budget Makes Delay Puzzling

The situation has raised eyebrows because the delay occurred despite the college having received a substantial P64.3 million budget for 2025 from the Lapu-Lapu City Government. Councilor Cuizon clarified the distinct roles in this matter, emphasizing that while the City Government allocates the annual budget, the day-to-day management of the college, including the proper use of funds for personnel and other expenses, falls under the purview of the LLCC's own school administrator.

"Given that the funds are readily available, this problem came as a surprise and a serious concern...Accountability will be strictly pursued," Cuizon added, highlighting the need for greater diligence, transparency, and accountability in the college's internal financial administration.
