LLCC Teachers' November Honoraria Delayed Despite Funds

The Lapu-Lapu City Committee on Education has launched a formal investigation into Lapu-Lapu City College (LLCC) following complaints about unpaid honoraria for part-time teachers during the first half of November 2025.

Committee Demands Explanation

Councilor Annabeth Cuizon, who chairs the Committee on Education, issued a strong statement on Monday, November 24, 2025, directing the LLCC school administrator to provide complete details about the delayed payments. The committee has demanded a thorough explanation of why the honoraria remained unreleased despite available funds.

"Our educators deserve nothing less than prompt and fair compensation. Rest assured, we are taking this matter seriously and will act decisively to protect the welfare of our teaching community," Cuizon emphasized in her official statement.

Available Budget Raises Questions

The situation has raised serious concerns because the college received a substantial P64.3 million budget allocation for 2025 from the Lapu-Lapu City Government. This makes the delay in teacher payments particularly puzzling to education officials.

Cuizon pointed out that while the City Government provides the annual budget allocation, the institution manages its own daily operations and proper fund utilization for personnel and other mandatory expenses through its school administrator.

Transparency and Accountability Demanded

"Given that the funds are readily available, this problem came as a surprise and a serious concern... Accountability will be strictly pursued," Cuizon stated firmly.

The education committee chair further stressed the urgent need for enhanced diligence, transparency, and accountability within LLCC's internal administration. The investigation aims to ensure that such payment delays do not recur and that educators receive their rightful compensation on time.

The committee has given LLCC administration a strict deadline to submit their complete report detailing the fund utilization and reasons behind the honoraria delay, with potential consequences for any administrative failures identified.
